In the afternoon of February 22, 2023, a grand unveiling ceremony was held in Shenzhen Industrial Museum for Shenzhen Lithium Battery Industry Institute, the first new energy industry institute in Shenzhen co-built by Shenzhen Polytechnic, Shenzhen Battery Industry Association and five leading lithium enterprises (BTR, CAPCHEM, SENIOR, SUNWODAand HYMSON), under the guidance of Industry and Information Technology Bureau of Shenzhen Municipality. In September 2019, six ministries and commissions, including the National Development and Reform Commission, jointly issued theImplementation Plan for the National Pilot Construction of the Integration of Industry and Education. As one of the first pilot construction cities, Shenzhen has been making constant exploration and innovation in deepening the integration of industry and education, promoting the organic connection of education chain, talent chain, industrial chain and innovation chain, and other aspects. In June 2022, Shenzhen issued theOpinions of Shenzhen Municipal People’s Government on Expanding Strategic Emerging Industrial Clusters and Cultivating Future Industries, proposing to promote the deep integration of government, industry, school and research, and strengthen the talent training to provide strong technological and talent support for the construction of industrial clusters. At present, the global lithium battery industry is developing rapidly, and Shenzhen’s lithium battery industry has made remarkable achievements, with prominent strategic position and excellent innovation ecology. To seize the development opportunities of the lithium battery industry, and reserve industrial talents in time, Shenzhen Polytechnic and Shenzhen Battery Industry Association, as well as five leading enterprises of the lithium battery industry chain, including BTR, CAPCHEM, SENIOR, SUNWODAand HYMSON, worked together to build the first lithium battery industry institute in Shenzhen, and signed a cooperation agreement.
The three parties of Lithium Battery Industry Institute will deeply carry out the integration of industry and education, and in about five years, build Lithium Battery Industry Institute into a featured platform covering Shenzhen and radiating across the whole country that integrates talent training, technology application and research & development, and social personnel training, and creates a “Shenzhen mode” for talent training in the field of lithium ion battery materials and technology, so as to promote the rapid, innovative and scientific development of the lithium ion battery industry, and provide first-class intellectual support and talent guarantee for the construction of a world-class modern vocational education system and the high-quality development of Shenzhen’s lithium battery industry.

In her speech, He Zhimei fully affirmed the “government, school, enterprise and industry” joint cooperation mode initiated by the Industry Institute. She pointed out that the system and mode of integrating industry and education, with lithium battery industry as the node, vocational colleges as the base point, industry associations as the supporting point, and enterprises as the focus, fully embodies the pioneering spirit of Shenzhen, and is of great significance to the development of Shenzhen’s lithium battery industry and the training of technical talents. She places great hopes for Lithium Battery Industry Institute, and expects that all parties will, on the basis of earnestly performing the cooperation agreement, build the institute into a model of the integration of industry and education in Shenzhen and even the whole country. The Industry and Information Technology Bureau of Shenzhen Municipality will give full support to the development of Lithium Battery Industry Institute.

Chen Shou said that over the years, Shenzhen Battery Industry Association has been committed to promoting the high-quality development of the battery industry, adhering to the concept of safe development, and playing an active role in organizing the drafting of the first local standard for lithium battery safety, assisting in the evaluation of professional title for “lithium battery engineering”, and boosting the upgrading of key parts of the industrial chain. In recent years, the association has worked with Shenzhen Polytechnic to develop online courses,formulate national/local standards and compile training materials. Within Lithium Battery Industry Institute, the association will give full play to the role of communication bridge and information link, build the databases of industrial innovation demand and talent demand, and the databases of scientific research results and talent resources, and through the organization of big data analysis, access and exchange activities, achieve end-to-end demand matching and achievement transformation.

Yang Xinbin said that in recent years, Shenzhen Polytechnic has continuously deepened the integration of industry and education and school-enterprise cooperation, established a featured industry institute, formed an integration mode of industry and education characterized by “nine common activities”, and created a high-level dual-system vocational education mode suitable for China’s national conditions. Shenzhen Lithium Battery Industry Institute is the first industry institute jointly built by Shenzhen Polytechnic in conjunction with industry associations and enterprises. It is also a new industry institute under the background of national “carbon peak and carbon neutrality”. Based on the “government, school, enterprise and industry” four-party linkage, Lithium Battery Industry Institute will surely gather all advantageous resources, realize the organic connection of educational chain, talent chain, industrial chain and innovation chain, and explore a road of integrated development of industry and education with Shenzhen genes, so as to provide strong impetus for the development of the lithium battery industry in Shenzhen and even China, and provide strong talent guarantee and industrial support to achieve the goal of “carbon peak and carbon neutrality”.

Xu Jianling delivered a report entitled “Exchanges on the Construction of Featured Industry Institute of Shenzhen Polytechnic”, elaborating on the core password of Shenzhen Polytechnic for the school-enterprise cooperation and the integration of industry and education, i.e. each professional group is oriented towards the corresponding industrial chain, and joins hands with a Global 500 enterprise or industry leader to build a featured industry institute, taking the needs of the industrial chain as the logical starting point of running the school. Xu Jianling introduced the school-running mode and achievements of Shenzhen Polytechnic in co-building featured industry institutes with world-class enterprises, including Huawei, Ping An and BYD.
The guests discussed topics such as the rapid development of Shenzhen’s lithium battery industry and the shortage of senior technical talents in its transformation and upgrading. All of them agreed that, based on the advantages of the industry institute as a platform, focus should be placed on “four connections”: curriculum system and professional ability, curriculum standards and professional standards, practical training programs and job skills, teachers and technical teams, as well as “four synchronizations”: vocational education and industrial development, school-running characteristics and industrial characteristics, talent training and technological innovation, teaching reform and industrial upgrading, in order to realize the “dual system” technical talent training and provide guarantee for the development of Shenzhen’s lithium battery industry.
