SZPU Leaders Invited to the Inauguration of the Ministry of Education Expert Advisory Committee on Teacher Workforce Development and Expert Symposium on Teacher Affairs

On November 27, the Inauguration Ceremony of the Expert Advisory Committee on Teacher Workforce Development of the Ministry of Education (MOE) and an Expert Symposium on Teacher Affairs were held in Beijing. Du Jiangfeng, Member of the Party Leadership Group and Vice Minister of Education, attended the event and delivered remarks.Xu Jianling, Deputy Secretary of the CPC Committee and President of Shenzhen Polytechnic University (SZPU), was appointed Chair of the Subcommittee on Vocational School Teacher Training, while Liang Zhaofeng, Member of the CPC Committee of SZPU and Dean of the School of Mechanical and Electrical Engineering, was appointed Secretary-General of the same subcommittee. As the only vocational institution representative, SZPU shared its practices and reflections on teacher workforce development at the meeting.

The meeting emphasized the need to thoroughly implement the guiding principles of the National Education Conference and the Outline for Building China into a Leading Education Nation, and to fully recognize the pivotal role of the teaching workforce in advancing the integrated development of education, science and technology, and talent cultivation. It called for accelerating the establishment of a new-generation, high-quality teacher workforce system featuring full-chain reform and comprehensive coverage, thereby providing solid faculty support for high-quality education development, technological self-reliance, and independent talent cultivation.The meeting further stressed the importance of strengthening ideological guidance and vigorously promoting the spirit of educators, integrating it throughout teaching, research, and practice. It highlighted the need to deepen reforms in teacher education, build a high-quality teacher education system, improve training mechanisms, advance digital empowerment, and expand international exchange and cooperation. Other priorities included optimizing the allocation of teacher resources, enhancing management and service capacity, upholding the dignity of the teaching profession, improving remunerationguaranteemechanisms, increasing recognition and publicity for outstanding teachers, and fostering a social environment that respects and values teachers. The meeting also underscored the establishment of a long-term mechanism for professional ethics, ensuring systematic and standardized integration of moral education, routine supervision, assessment and evaluation, and accountability for misconduct.

In his remarks, Xu Jianling introduced SZPU’s representative experience in teacher workforce development and proposed four key directions, including focusing on industrial development needs to establish a dynamic response mechanism aligning academic program offerings with industry demand, strengthening the competencies of dual-qualified teachers by innovating training and professional development models, advancing the construction of a modern vocational education system through deeper industry–education integration and collaborative talent cultivation, and reinforcing the type-specific positioning of vocational education by improving evaluation systems with distinct vocational education characteristics.

It is reported that the Expert Advisory Committee on Teacher Workforce Development of the Ministry of Education is an expert body appointed and led by the MOE, responsible for research, consultation, guidance, evaluation, and services related to teacher workforce development. The first term of appointment spans four years. The Committee comprises one general committee and 24 subcommittees, covering key areas such as teacher ethics and conduct, teacher education, teacher management, teacher support, and the development of graduate supervisor teams. The subcommittees are organized according to different categories of teachers, including kindergarten, primary and secondary education, special education, vocational schools, and higher education.
