I. Profile
The Elderly Healthcare Research Institute is a school-level research platform of Shenzhen Polytechnic University. Making full use of the excellent research resources of Shenzhen Polytechnic University, it focuses on the research of the elderly care industry and related policies, elderly care standards, and elderly care education. There are currently 12 full-time researchers at the Institute, including six with a doctorate and three with senior titles, as well as five academic advisors.
Since its establishment in 2019, the Institute has provided decision-making advisory services to government departments on over 80 occasions, including to the Shenzhen Decision-making Advisory Committee, Bureau of Civil Affairs of Shenzhen Municipality, Development and Reform Commission of Shenzhen Municipality, Bureau of Retired Veteran Cadres of Shenzhen Municipality, People's Congress of Shenzhen Municipality, CPPCC Shenzhen Municipal Committee, Healthcare Security Bureau of Shenzhen Municipality, Bureau of Human Resources and Social Security of Shenzhen Municipality, and Xiong'an New Area in Hebei. One of the Institute's research reports received the Excellent Achievement Award of the Ministry of Civil Affairs of China, and the results from three research projects have been adopted by the Shenzhen Municipal People's Government's policy documents. The Institute also prepared the 14th Five-Year Plan of six district-level civil affairs departments, all of which were released by the respective governments. The Institute has provided industrial advisory services for large central and state-owned enterprises such as China Resources Land, Ping An Smart City, China Merchants Shekou Industrial Zone Holdings Co., Ltd., and Shenzhen Expressway. It has been praised by the Office of the National Working Commission on Aging as "a think tank that finds solutions for governments and businesses".
Two of the Institute's studies —Study on the Innovative Practice of Elderly Education in ShenzhenandShenzhen Blue Book on Elderly Care Services—2021 Report on Development of Elderly Care Services in Shenzhen —have been published by the Social Sciences Academic Press. It has compiled two academic journals, namely theElderly CareJournaland theEvergreen Journal.
II. Exemplary Projects
1. Policy research: The Institute presided over the preparation of theRegulations on Elderly Care Services in Shenzhen Special Economic Zone,Implementation Plan for Building a High-Level '1336' Elderly Care Service System (2021-2025),Decision on Building a High-level Elderly Care Service System, andOpinions on the Implementation of Long-term Care Insurance in Shenzhen, all of which were released by the Shenzhen government or relevant departments, making significant contributions to the top-level design of elderly care services in Shenzhen.
2. Standards formulation: The Institute has developed three local standards for the Shenzhen government and formulated 120 elderly care service standards. It has also put together theElderly Care Standard System of Shenzhen, which was published by the Bureau of Civil Affairs of Shenzhen Municipality.
3. Projects in 2021: The Institute undertook nine municipal policy advisory projects and three industrial advisory projects in 2021.

III. Construction of a Provincial-level Platform
The Institute is active in research of the Guangdong-Hong Kong-Macao Greater Bay Area, where it has carried out tracking studies on the aging trend, investigated the distribution and allocation of elderly care service resources, and created a model for the allocation of elderly service resources in cities in the area. In addition, it publishes the Greater Bay Area Healthcare Resource Allocation Index and Healthcare Industry White Paper on a yearly basis, providing rationales for policy and business decisions. The Institute has also held healthcare summit forums, pooling outstanding experts inside and outside China to explore the path of dealing with the aging population problem in the Greater Bay Area. In the next three to five years, the Institute will work vigorously to develop the Greater Bay Area Healthcare Data Research Center, Greater Bay Area Healthcare Resource Allocation Index, Greater Bay Area Healthcare Industry White Paper, and Greater Bay Area Healthcare Industry Summit, thus building itself into an important platform for healthcare research and application in the Greater Bay Area and China, as well as a think tank for healthcare research in southern China. It will bring together and train experts in the healthcare industry, contributing wisdom to the national strategy dealing with the aging population problem.
